High Commissioners are Spirit-fused ascendant mortals who begin service on the planets as race commissioners, where they interpret the viewpoints and portray the needs of the human races. After long experience in problem solving on inhabited worlds, they are advanced, eventually attaining the status of High Commissioners of the local universe.
